I think it's certainly going to fuck us over. She's describing a situation where they have a finite amount of resources and too many holes that need patching with them.
It's as though they have ten balls to juggle, but only the capacity to keep nine in the air at any given time. One ball will always be on the ground; they're only being judicious about which ball ends up there, and careful never to let any one ball languish down there for too long.
so a rotating cycle that we may never actually truly break and fix because there are too many things to juggle. maybe you have a point. it is really hard to say when they keep withholding information for us. you think there's really no hope of ever improving on that?
I wouldn't say it's hopeless in the long run. But for the short-term? We simply don't have the resources to do anything but react at this point. Changing something seems as though it would require action, and as best I can tell, we've yet to find any real opportunity to achieve that.

i've asked people what the likelihood is that someone causes an explosion before month's end. i did not even think of it that way, but maybe you're right. that's a little scary to think about but it could be what we need, too.

Oh, I'm sure some people might. There's a certain cowardice to only stepping up after someone else has done it first, I think, but that's simply how things are, sometimes.
at the same time there is also a difference between cowardice and caution. cowardice would be if you didn't step up at all, probably. normally i would say yes? i would like to solve things, see what is really happening and maybe make sure said-revolution doesn't get too out of hand since things like that escalate really fast. but i have other people to think about and what they would want me to do.
